National Disaster Management Authority (NDMA) spearheads groundbreaking First National Dialogue Platform on Anticipatory Actions in Pakistan

Islamabad - (Adnan Hameed) : In a landmark initiative, the National Disaster Management Authority (NDMA), in strategic collaboration with esteemed partners such as the Food and Agriculture Organization of the United Nations (FAO), German Red Cross/Pakistan Red Crescent Society, World Food Programme (WFP), Welthungerhilfe (WHH), Concern Worldwide (CWW), and UN OCHA, orchestrated the inaugural First National Dialogue Platform on Anticipatory Actions (AA) in Islamabad. Bringing together over a hundred participants from diverse sectors, including the humanitarian sector, international financial institutions, hydrometeorologists, climate scientists, national governments, academia, community leaders, and decision-makers, the platform served as a crucible for fostering collaborative efforts to address climate vulnerability. Discussions amongst participants traversed the terrain of anticipatory action initiatives, exploring ways to fortify and scale up Anticipatory Actions (AA) and forecast-based financing. The dialogue aimed to harness collective experiences, enhance project design, and advance the utilization of weather and climate data to mitigate the impact of forecastable disasters. The primary objective of this momentous dialogue was to cultivate a shared understanding of anticipatory action, encouraging knowledge exchange, delineating the roles of international financial institutions, and formulating practical recommendations for effective AA implementation in Pakistan. Anticipatory action, a distinctive approach, involves informed and timely actions based on credible forecasts or collective risk analysis to alleviate potential hazard impacts. Harmonizing various terms such as Forecast-based Financing (FbF), Early Warning Early Action (EWEA), Forecast-based Action (FbA), and Anticipatory Humanitarian Action (AHA) was emphasized to ensure a unified approach in humanitarian efforts. Break-out sessions delved into specific themes, including multi-hazard forecasting, AA planning and financing, and knowledge generation, fostering a comprehensive roadmap for AA in Pakistan. These sessions addressed challenges, gaps, and milestones, emphasizing inclusivity in planning and financing, with a strong focus on gender equality, disability inclusion, and social considerations. The platform provided a unique networking and collaboration opportunity for stakeholders, enabling proactive disaster preparedness. Participants outlined priorities for Pakistan, culminating in concrete recommendations to support the testing, implementation, and evidence collection of AA activities. This collective commitment aims to transition the nation from reactive responses to proactive disaster preparedness and risk reduction strategies.
